2026<\/p>\n\n\n\n<p>Resumen <\/p>\n\n\n\n<p>El proyecto Fortalecimiento de las perspectivas de Am\u00e9rica Latina y el Caribe en la evaluaci\u00f3n del progreso en la adaptaci\u00f3n en el segundo Balance Global (GST2), impulsado por la <a href=\"https:\/\/arg1punto5.com\/\">Fundaci\u00f3n Argentina 1.5<\/a> con el apoyo de la <a href=\"https:\/\/adaptationresearchalliance.org\/\">Adaptation Research Alliance (ARA)<\/a>, tuvo como objetivo profundizar en el an\u00e1lisis de las brechas identificadas en el primer Balance Mundial (GST1), con especial atenci\u00f3n a los mandatos del art\u00edculo 7.14 del Acuerdo de Par\u00eds en materia de adaptaci\u00f3n. A partir de ello, se propuso generar insumos regionales concretos, sustentados en evidencia emp\u00edrica, que contribuyan al proceso del GST2.&nbsp;<\/p>\n\n\n\n<p>En este marco, la propuesta gener\u00f3 espacios de intercambio para la participaci\u00f3n sustantiva de las organizaciones y los actores clave de Am\u00e9rica Latina y el Caribe, a trav\u00e9s de tres talleres virtuales, un webinario y un encuentro con negociadores\/as y representantes de organizaciones de la sociedad civil durante la reuni\u00f3n N\u00b0 64 de los \u00f3rganos subsidiarios de la CMNUCC. The project is based on the certainty of the region&#8217;s potential for a just energy transition and calls for cooperation among countries and multiple actors to mobilize domestic and international political positions toward paths consistent with the Paris Agreement. Entre las principales modificaciones se destacan la reducci\u00f3n del rango institucional del \u00e1rea ambiental y clim\u00e1tica nacional, recortes presupuestarios, propuestas de flexibilizaci\u00f3n de regulaciones vinculadas al manejo y explotaci\u00f3n de recursos naturales y actividades extractivas, y cambios sobre el sistema de presupuestos m\u00ednimos The Global Stocktake is a facilitative process that involves all components of the Agreement\u2014mitigation, adaptation, loss and damage, and means of implementation\u2014 in light of equity and the best available scientific information.<\/p>\n\n\n\n<p>At the same time, the Paris Agreement establishes a set of key aspects regarding the collective assessment of adaptation progress in the Global Stocktake in Article 7.14. However, the first Global Stocktake (GST1) highlighted the persistent political and technical obstacles that marginalize adaptation in international climate governance. Specifically, the fundamental mandates of this Article faced significant implementation dilemmas, resulting in a limited depth of this collective assessment of adaptation. El Balance es un proceso facilitativo que involucra todos los componentes del Acuerdo -mitigaci\u00f3n, adaptaci\u00f3n, p\u00e9rdidas y da\u00f1os y medios de implementaci\u00f3n-, a la luz de la equidad y de la mejor informaci\u00f3n cient\u00edfica disponible.&nbsp;<\/p>\n\n\n\n<p>Al mismo tiempo, el Acuerdo de Par\u00eds establece un conjunto de aspectos clave con respecto a la <strong>evaluaci\u00f3n colectiva del progreso en adaptaci\u00f3n en el Balance Mundial<\/strong> (GST, por sus siglas en ingl\u00e9s) (art\u00edculo 7.14). Sin embargo, el primer Balance Mundial (GST1) puso de relieve los persistentes obst\u00e1culos pol\u00edticos y t\u00e9cnicos que marginan la adaptaci\u00f3n en la gobernanza clim\u00e1tica internacional. En concreto, los mandatos fundamentales del art\u00edculo 7.14 del Acuerdo de Par\u00eds enfrentaron importantes dilemas de implementaci\u00f3n, redundando en una limitada profundidad de esta evaluaci\u00f3n colectiva en adaptaci\u00f3n. In this regard, CoCoA \u201cCollective Construction of Adaptation Indicators\u201d, contributes with a bottom-up perspective by engaging civil society organisations, local actors, and technical experts across Latin America and the Caribbean to reflect on how adaptation indicators can be operationalised in real-world contexts. This approach helps bridge the gap between global methodological discussions and the realities of data availability, institutional capacities, and locally identified adaptation priorities.\u00a0<\/p>\n\n\n\n<p>As a two-way learning process, CoCoA brings information on adaptation negotiations closer to communities and, at the same time, serves as a bridge connecting local and community experiences to the international level. To contribute to this process, this report provides updated information on recent developments in the negotiations and their main challenges leading up to the next sessions. It focuses on the COP30 process and outcomes on adaptation and the challenges they pose for accelerated implementation. Therefore, it is of particular interest to examine orchestration processes as a way to understand the interrelationships within and between climate regimes in a world where geopolitical threats have En este sentido, CoCoA, \u201cConstrucci\u00f3n Colectiva de Indicadores de Adaptaci\u00f3n\u201d, aporta una perspectiva de base al involucrar a organizaciones de la sociedad civil, actores locales y expertos t\u00e9cnicos de toda Am\u00e9rica Latina y el Caribe para reflexionar sobre c\u00f3mo los indicadores de adaptaci\u00f3n pueden operacionalizarse en contextos reales. Lourdes Manrique<\/p>\n\n\n\n<p>Resumen<\/p>\n\n\n\n<p>En el contexto de la Convenci\u00f3n Marco de las Naciones Unidas sobre el Cambio Clim\u00e1tico (CMNUCC) y el Acuerdo de Par\u00eds existen m\u00faltiples instrumentos de planificaci\u00f3n y reporte de pol\u00edticas clim\u00e1ticas a trav\u00e9s de los cuales los pa\u00edses comunican sus compromisos y avances, entre ellos los Informes Bienales de Transparencia (BTR), los Planes Nacionales de Adaptaci\u00f3n (PNA) y las Contribuciones Determinadas a nivel Nacional (NDC), entre otros. Dentro de estos instrumentos, los BTR cumplen un rol central al reportar el progreso en la implementaci\u00f3n de las NDC, incluyendo informaci\u00f3n sobre las medidas de mitigaci\u00f3n, adaptaci\u00f3n y apoyo financiero, tecnol\u00f3gico y en t\u00e9rminos de generaci\u00f3n de capacidades, y contribuir al proceso del Balance Mundial, que eval\u00faa el progreso colectivo hacia los objetivos del Acuerdo de Par\u00eds. En este contexto, los BTR ofrecen una oportunidad clave para que los pa\u00edses informen sobre sus trayectorias de Transici\u00f3n Energ\u00e9tica Justa (TEJ) y sus dimensiones ambientales, econ\u00f3micas y sociales.<\/p>\n\n\n\n<p>Sin embargo, muchos pa\u00edses enfrentan dificultades para cumplir con los requerimientos de reporte. Estas limitaciones se relacionan con brechas en los sistemas nacionales de informaci\u00f3n, capacidades t\u00e9cnicas insuficientes y barreras de acceso al financiamiento clim\u00e1tico. Este informe de pol\u00edtica analiza c\u00f3mo los BTR pueden funcionar como un veh\u00edculo para que los pa\u00edses reporten avances en sus TEJ, identifica los principales desaf\u00edos que enfrentan los pa\u00edses \u2014en particular los pa\u00edses en desarrollo\u2014 para hacerlo, y examina los avances alcanzados en la COP30 de Bel\u00e9m para fortalecer capacidades de
