Navigating the just energy transition in Latin America Towards GST2: a stakeholder and policy analysis of Argentina, Brazil, Colombia, and Mexico.

This technical report was prepared as part of the project entitled: Latin America facing GST2: strengthening its role in the transition away from fossil fuels, executed by the energy division of Argentina 1.5. The project is based on the certainty of the region’s potential for a just energy transition and calls for cooperation among countries and multiple actors to mobilize domestic and international political positions toward paths consistent with the Paris Agreement. To do this, it relies on four regional cases: Argentina, Brazil, Colombia and Mexico. The report involves document review and data collection of official policy documents at the national level, such as national plans, strategies, as well as international documents, National Determined Contributions (NDC), Biennial Transparency Reports (BTRs), statements and submissions elaborated by negotiating groups of LAC at the UNFCCC: AILAC and grupo SUR. Also includes a mapping exercise of key stakeholders related but not limited to the energy sector, national energy authorities, UNFCCC negotiators, and NGOs, among others was also conducted.

Testing of the Belém Adaptation Indicators in the Province of Chaco, Argentina. Lessons learned from a multi-scale exercise.

Argentina 1.5 and Gran Chaco Foundations have embarked on a joint journey to contribute to the testing of the BAI from a multi-scalar and multi-level perspective of adaptation. This policy report summarizes the progress made in recent months, which has involved joint capacity building and an effort to understand the extent to which BAI are applicable to the realities of the Chaco province in Argentina, and in particular, to the livestock production chain. To this end, the UAE-FGCR, along with the National Adaptation Plan (NAP) submitted by Argentina to the UNFCCC and the draft Response Plan of the Chaco province under Law 27.520, have been considered as key inputs for the exercise.

Orchestrating complexity to prevent systemic fragmentation

As the international community moves from negotiation to implementation, one key challenge is translating global indicators into actionable, context-relevant monitoring systems at the national and subnational levels. In this regard, CoCoA “Collective Construction of Adaptation Indicators”, contributes with a bottom-up perspective by engaging civil society organisations, local actors, and technical experts across Latin America and the Caribbean to reflect on how adaptation indicators can be operationalised in real-world contexts. This approach helps bridge the gap between global methodological discussions and the realities of data availability, institutional capacities, and locally identified adaptation priorities. As a two-way learning process, CoCoA brings information on adaptation negotiations closer to communities and, at the same time, serves as a bridge connecting local and community experiences to the international level. To contribute to this process, this report provides updated information on recent developments in the negotiations and their main challenges leading up to the next sessions. It focuses on the COP30 process and outcomes on adaptation and the challenges they pose for accelerated implementation. Therefore, it is of particular interest to examine orchestration processes as a way to understand the interrelationships within and between climate regimes in a world where geopolitical threats have multiplied.

Assessing adaptation in Latin America’s first BTRs: linkages with the GGA and UAE Framework

This technical paper analyses how 19 Latin American and Caribbean countries report adaptation in their 2024–2025 Biennial Transparency Reports, assessing their contribution to operationalising the Global Goal on Adaptation and the UAE Framework for Global Climate Resilience. The findings aim to inform the second Global Stocktake under the Paris Agreement starting in 2026.

On the road to Belem: proposals for a sucessful GGA outcome at COP30

Co-CoA “Collective Construction of Adaptation Indicators” is a regional collaborative process established in 2024 by Argentina 1.5 and Fundación Avina, on climate adaptation methodologies and indicators that involves 42 organizations from Latin America and the Caribbean with the potential to contribute to the implementation of the United Arab Emirates Framework on Global Climate Resilience and its associated Monitoring, Evaluation and Learning system. The initiative aims to strengthen advocacy processes for the implementation of the Global Goal on Adaptation and the operationalization of its Framework. This technical paper builds on the one published in May of this year by Argentina 1.5 and Avina, as well as in previous years, seeking to conduct a state of play of the adaptation negotiations with a focus on the Global Goal on Adaptation (GGA) at the UNFCCC, as well as to generate policy recommendations that can support the processes leading up to a successful outcome in COP30. Thus, this paper includes a brief overview of adaptation at the 62 session of the Subsidiary Bodies (SB62) of the UNFCCC developed in June, along with an assessment of the latest version of indicators prepared by the experts and published on September 9, the identification of elements for a GGA decision at COP30, and an updated traffic light assessment.

The G20 Energy Transition Agenda: Brazil’s legacy for the Latin America Region in the run-up to COP30

This analysis is informed by the fact that Brazil will hold the presidency of the BRICS Summit and COP30 in 2025, representing a critical opportunity to move towards fairer, more equitable, and democratic energy governance. Brazil has a unique opportunity to build on its previous work in the G20.
