The objective of this report is to analyze the presidential speeches delivered at the opening of ordinary sessions before the Argentine National Congress from 2022 to 2024. Building on the analysis conducted within the framework of Policy Report No. 4 of Argentina 1.5°C, a survey is carried out of the approach to climate change in the speeches of Alberto Fernández (2022 and 2023) and Javier Milei (2024), considering the evolution of the issue's importance, its context, themes, and associated processes. Secondly, a frequency analysis is performed from 1992 to 2024, applying it to climate change and environmental issues. Finally, the discursive construction of climate change as a domestic and foreign policy issue is analyzed. While Argentina has taken significant steps towards greater institutional maturity in environmental and climate matters through policy, regulatory and governance instruments that presidents mention in their speeches, the absence of the topic - expected but not desired - in Javier Milei's speech is a symptom of the institutional regression that began with the elimination of bureaucratic structures such as the Ministry of Environment starting in December 2023.

Addressing climate change in presidential inaugural speeches (1992-2021)

The objective of this report is to analyze presidential speeches delivered at the opening of ordinary sessions before the Argentine National Congress from 1992 to 2021. To this end, the report first provides an interpretive review of how climate change is addressed, examining the evolution of its prominence under each Argentine administration and how climate change is defined. Second, it analyzes whether climate change is framed in relation to domestic policy or Argentina’s foreign policy (AFP). The findings show that environmental issues feature in a large proportion of the speeches. However, the specific treatment of climate change has evolved over time, varying across administrations and reflecting the country’s domestic and systemic fluctuations.

Argentine climate discourses and worldviews at the General Assembly (2020-2023)

The objective of this policy report is to analyze the inclusion of climate change in the speeches of Argentine representatives in the General Debate from 2020 to 2023, continuing the analysis carried out for the period 1992 to 2020 in report no. 1. The analysis reveals that Argentina has mentioned climate change in 17 out of 32 speeches since 1992, and that this mention has continued since 2016, even under administrations of different political persuasions. The last four speeches by Alberto Fernández maintain the principles of previous Peronist administrations by invoking common but differentiated responsibilities, as well as social and climate justice. Furthermore, they reflect an increasing thematic variety. While the tradition remains that mentions of climate change tend to focus on Argentina's external and diplomatic agenda, the most recent speech creates a new link between the domestic agenda and the effects of climate change, specifically mentioning the effects of drought on the country's foreign trade. There is also significant and sustained emphasis on Latin America's role in the energy transition and global food security. The speeches also highlight the country's long-standing commitment to multilateralism as a solution to the many crises facing humanity.

Evolution and transformations in climate bureaucratic structures (1992-2022)

The objective of this policy report is to analyze the evolution of Argentina's climate bureaucratic structures within the framework of the Ministries and Secretariats of the Environment, from the 1992 Earth Summit and the subsequent creation of national structures to the present day. The analysis argues that the international context, along with the perceptions of Argentine domestic actors regarding its relevance, are the two most important factors explaining the consolidation of climate change as a public policy issue in Argentina.
