Argentina 1.5 participated in the Baku Climate Week

Argentina 1.5 participated in the Baku Climate Week in Azerbaijan, which took place from September 7 to 11, 2026. It was a key space for international exchange on the implementation of the climate agenda.

During the week, Argentina 1.5 participated in the second workshop of the Baku Roadmap for Adaptation (BAR), held on September 7 and 8 at the Baku Convention Centre. The BAR was launched in 2024 at COP29/CMA6 in Baku, while COP30/CMA7 in Belém defined the modalities for its first phase (2026–2028). This phase focuses on the initial implementation of the activities planned in the BAR, which are structured around four pillars: promoting appropriate adaptation responses to the different levels of warming within the Paris Agreement's temperature target; strengthening the implementation of the Global Adaptation Goal targets established in the UAE Framework; facilitating the exchange of knowledge, experiences, and information; and ensuring access to adequate, predictable, and accessible means of implementation, including financing, technology transfer, and capacity building.

In this context, following the first workshop held during the 64th session of the subsidiary bodies in Bonn, the second workshop focused on the stages of the adaptation policy cycle. Therefore, various discussions took place addressing vulnerability, risk, and impact analysis; planning; implementation; and monitoring, evaluation, and learning (MEL). Access to means of implementation and enabling factors was another cross-cutting theme of the discussion.

At this event, representatives from various countries, international organizations, and civil society shared experiences and lessons learned related to the four goals of the Framework's policy cycle, as well as the testing of the Belém Adaptation Indicators (BAIs). The 59 BAIs were adopted at COP30 in 2025 as part of the Framework for measuring progress toward the goals.

The exchange allowed for a dialogue between the global dimensions of the GGA and the concrete experiences of implementation at the national and subnational levels, identifying challenges and opportunities so that the indicators can effectively contribute to the planning, implementation and monitoring processes of adaptation policies.

For Argentina 1.5, participation in this space allowed us to contribute from a Latin American perspective to a conversation that is central to the evolution of the global architecture of adaptation: how to move from the definition of global goals and indicators to tools that are useful for guiding public policies, evaluating progress and strengthening climate action in the territories.

Furthermore, participation continued with the Adaptation Forum 2026, organized by the UNFCCC Adaptation Committee on September 9 and 10. The Forum brought together Parties and stakeholders from the global adaptation community to exchange experiences, practical solutions, and new approaches aimed at accelerating the implementation of the Global Adaptation Agreement (GGA).

Under the theme “Scaling adaptation action towards achieving the global goal on adaptation: partnerships, innovation and practical implementation solutions for climate resilience”, the Forum addressed the current state of adaptation action, practical solutions, partnerships and new frontiers of innovation, seeking to strengthen the implementation of the UAE Framework.

Argentina's participation in both spaces allowed for strengthening ties with actors from different regions, as well as contributing to the exchange of knowledge and the understanding of the challenges posed by the implementation of the GGA, its Framework and the BAIs in the different national contexts.

At a key moment for the international adaptation agenda—particularly the definition of the composition, modalities and results of the Belém-Addis Vision Task Force on Adaptation and the preparations for the start of the second Global Stocktake—these spaces are fundamental to ensuring that the assessment of global progress is connected with the experiences and needs of countries and territories.
