El Niño and Climate Adaptation in Northwestern Argentina

In the series of workshops on the "El Niño" phenomenon and climate change organized by FOPEA and Periodistas por el planeta, Argentina 1.5 participated through its executive director, Pilar Bueno Rubial, in the workshop for the NOA region.

The presentation focused on adaptation policies. Within this framework, the fundamental role of National Law No. 27,520 was highlighted, which establishes the foundations for permanent climate governance, the national adaptation and mitigation plan, provincial response plans, and information systems, among other things. In this context, the presentation analyzed how the National Adaptation and Mitigation Plan begins with an assessment of risks, impacts, and vulnerabilities to address critical threats in all regions.

In the case of Northwest Argentina (NOA), some of the main risks are: rising average temperatures, heat waves, water stress and rainfall variability, extreme weather events and floods, wildfires, and vector-borne diseases. Therefore, the Plan establishes measures associated with these risks, such as integrated water resource management, conservation of water sources through rainwater harvesting, and risk management including Early Warning Systems, among many others.

In Northwest Argentina, only Jujuy has a climate change response plan approved by the relevant national authority, while the rest are still developing theirs. Having a risk-based adaptation policy is not a luxury that can be postponed, but a necessity for survival, to move beyond simply managing emergencies and truly protect communities in a context of increasing variability and impacts.
